Carlos Alberto Wahnon de Carvalho Veiga, statesman, ruler, politician, university professor, lawyer and Cape Verdean lawyer, was born on October 21, 1949, in Mindelo City, São Vicente Island, in Cape Verde. He did his secondary education in the city of Praia and then left for Portugal where, in 1971, he obtained a Law Degree at the Faculty of Law of the University of Lisbon.
He returned to Cape Verde in 1975 to hold the post of Director General of Internal Administration, and was then appointed Attorney General of the Republic, in charge until 1980.
In 1985, Carlos Veiga was elected to the National People's Assembly of Cape Verde, where he was a member of the Commission for Constitutional and Legal Affairs. Three years later, he was again elected to the National People's Assembly, where he became a voice of protest against the system of a single dictatorship and totalitarian party led by the PAICV (African Party for the Independence of Cape Verde). Carlos Veiga fought for democratic elections in Cape Verde.
On 13 January 1991, in the first democratic elections held in Cape Verde for the National Assembly, Carlos Veiga was chosen as Prime Minister and formed the first democratically elected government in Cape Verde. In the following elections, he was reappointed Prime Minister. Almost at the end of the Legislature, Gualberto do Rosário remained as Prime Minister and Carlos Veiga waited to run for President of the Republic. The MPD, lost the Legislative to the PAICV and Carlos Veiga lost the presidencies with Pedro Pires in 2001.
In October 2004, President of the Cape Verde Bar Association. He holds an honorary degree of Honorary Doctorate in Law from the Universities of the USA, and was awarded the Grand Cross degree of the Order of Infante D. Henrique by the Portuguese Government in 1997.
In 2006, he confronted Pedro Pires again and lost again, and in October 2009, Dr. Carlos Veiga was again elected President and leader of the MPD, a position he held until 2013.
Carlos Alberto Wahnon de Carvalho Veiga, born on October 21, 1949 in Mindelo, was Prime Minister of Cape Verde between April 3, 1991 and July 29, 2000. He was the first Prime Minister elected through multiparty elections.
