Luís Filipe Lopes Tavares - Born on August 25, 1965, in the city of Praia, graduated in Geography from the University of Rouen - France, Diploma of Specialist in Local Development of the International Training Centre of the ILO, Turin, Italy, Master in Local Policies, specialty in organization and development, by the University of Rouen.
He was director of the Studies and Planning Office of the Municipality of Praia, councillor of the Municipality of Praia, advisor to the Prime Minister of Cape Verde, General Director of the Decentralization Office/General Directorate of Local Administration of the Government of Cape Verde. It has specialized training in the National Institute of Administration of Portugal, INA, and in the French Regional Councils and Municipalities.
He directed and coordinated several projects in Cape Verdean Public Administration, at central and local levels, financed by UNDP, World Bank, European Union, French Cooperation and Spanish Cooperation, was consultant for Cape Verde of the Municipal Development Programme - PDMModule West Africa, financed by the European Union. He was a lecturer at the Instituto Superior de Educação, at the Instituto Nacional de Administração e Gestão and at the Universidade Jean Piaget de Cabo Verde where he currently holds the position of General Administrator.
He was decorated with the title "Chevalier de l'Ordre National du Mérite" by the President of the French Republic Nicolas Sarkosy.
He is the current Minister of Foreign Affairs and Communities & Minister of Defence of Cape Verde.
