António Manuel Mascarenhas Gomes Monteiro was born on February 16, 1944, in Ribeira da Barca. He was president of Cape Verde between March 22, 1991 and March 22, 2001.
The jurist and magistrate, António Mascarenhas Monteiro was the first president of the Republic of Cape Verde elected by direct and universal vote, in February 1991, with the support of the Movement for Democracy (MpD).
Five years later, in 1996, he was re-elected without any adversary, again with the support of the MpD.
A law graduate from the Catholic University of Louvain, Belgium, António Mascarenhas Monteiro had been president of the Supreme Court of Cape Verde in the 1980s.
Previously he was general secretary of the Popular National Assembly in the early years of Cape Verde's independence.
In Portugal, he was awarded the Grand Necklace of the Order of Liberty in 1991 and the Grand Necklace of the Order of Infante D. Henrique in 2000.
In September 2006, he accepted his appointment as special envoy to East Timor, appointed by UN Secretary General Kofi Annam.
