José Ulisses de Pina Correia e Silva, was born on June 4, 1962 in City of Praia, is married and father of two children. He studied at the historic Liceu Domingos Ramos da Praia and has a degree in Business Organisation and Management from the Instituto Superior de Economia e Gestão da Universidade Técnica de Lisboa in 1988.
Ulisses Correia e Silva has vast experience in the banking sector where he held important positions between 1989 and 1994. His great technical capacity and rigorous management led him to perform, with success, functions of leadership as Director of the Administration Department of Banco de Cabo Verde.
Ulisses Correia e Silva also has significant experience in government functions in the areas of public finance and economic and financial reform. He was Secretary of State for Finance from 1995 to 1998 and Minister of Finance from 1999 to 200. It was during his time as Minister of Finance that the Cape Verde escudo became linked to the euro, a significant and structuring event in the Cape Verdean economy. It was during the period in which it was in the Government that Cape Verde carried out important economic reforms with strong impacts on economic growth and job creation.
Ulisses Correia e Silva was elected National Deputy and later Leader of the Parliamentary Group of the MpD, a position he held for two years from March 2006 to March 2008 at the same time as he also assumed the function of Vice-President of the MpD.
Along with his intense political participation, Ulisses Correia e Silva taught at the Jean Piaget University in Praia between 2002 and 2007, teaching Budget Management, Business Strategy and Business Economics.
He was elected twice as Mayor of Praia from June and 2008 to January 2016.
He is the President of MpD - Movement for Democracy since June 2013, he is President of the Executive Committee of UCCLA since 2013 and President of IDC - Africa since November 2014.
At the moment, Ulisses Correia is the Prime Minister of Cape Verde.
