Born in Santo Antão in 1950, José Luís Jesus has an academic and professional background, inside and outside Cape Verde, which has made him one of the leading specialists in the Law of the Sea. He has been a member of the International Court of the Law of the Sea since 1999, chaired it between 2008 and 2011 and is currently one of its nineteen judges.
Among other positions, José Luís Jesus was also Ambassador and Permanent Representative of Cape Verde to the United Nations (1991-1994); President of the United Nations Security Council (July 1992 and November 1993); Special Envoy of the Secretary-General of the United Nations for the Great Lakes Region, Central Africa (1994); Ambassador of Cape Verde to Portugal, Spain and Israel (1994-1996) and Minister for Foreign Affairs and Communities (1998-1999).
