Janira Isabel Fonseca Hopffer Almada, was born on September 27, 1978, in the city of Praia, Santiago. Married and mother of a girl. She graduated in Law and post-graduated in Company Law from the University of Coimbra in Portugal.
Janira Hopffer Almada was a member of the Supervisory Board of the Chamber of Commerce, Industry and Services of Sotavento (CCISS). From a very early age he was interested in "defending the causes in which he believes", but also in defending the most vulnerable population of the archipelago. She was a member of the board of the Association of Jurist Women, a member of the Advisory Board of the Cape Verde Bar Association, a lecturer at the Jean Piaget University of Cape Verde, a municipal deputy in the 2008 local elections and a national deputy in the 2011 legislative elections.
At the age of 29, she joined the Government of José Maria Neves. She held the positions of Minister of the Presidency of the Council of Ministers and Parliamentary Affairs, of Youth and of the Presidency of the Council of Ministers, and of Youth, Employment and Human Resources Development of Cape Verde. After seven years in the executive, Janira Hopffer Almada "left" the Government at the end of December 2015, to "dedicate herself entirely" to the preparation of the party organisation and the mobilisation of Cape Verdean society, for the 2006 legislative elections where she was defeated.
Janira was elected on December 15, 2014 as president of the PAICV.
