Born in Vila das Pombas, Paul, Santo Antão on January 30, 1952.
He attended secondary school at the former Liceu Gil Eanes in São Vicente. In 1980 he graduated in Pedagogy in the qualification of School Administration, by the University of Brasilia, having held in the state of Cape Verde several management positions linked to Education and Sports.
He published, from his research works, several articles in specialized national and foreign newspapers and magazines, and edited, in 1997, the book "BOAVISTA:Ilha de Capitães, (História e Sociedade)" and in 2002 "Boavista, Ilha da Morna e do Landú".
