Manuel Inocêncio Sousa was born in Mindelo (São Vicente Island) on June 22, 1951.

Head of the Electoral List - Electoral Circle of S. Vicente by PAICV and vice-president of PAICV since 2001.

He did his academic training in Lisbon, at the Instituto Superior Técnico, where he graduated in Civil Engineering, having done a post-graduation in Water Resources Management. In the Netherlands, he obtained a master's degree in Sanitary Engineering from the Hidraulic Institute of Engineering of Delft.

After returning from his training, he developed his professional activity in the Ministry of Public Works, in the State Construction Company, where he was Technical Director and later General Director.

He joined the PAICV in 1974 and since then has held various positions in the party, including: Member of the National Directorate of the PAICV, Member of the Political Commission and the Permanent Commission, having been elected Deputy of the Nation.

At Government level, he held the position of Minister of Foreign Affairs, Cooperation and Communities and Minister of State and of Infrastructure, Transport and Telecommunications, a position he held until 2011.

He was a candidate for President of the Republic in the 2011 elections.
